One of the friends managed to run out of the way and another threw an object at the car after the victim has been knocked to the ground.
Following the incident the car made off from the car park at speed towards Bacton Road and it is believed there were up to three other people in the car.
A 43-year-old man from the Wymondham area has been arrested in connection with the incident.
He is currently on police bail pending further inquiries.
Local residents said the car park had previously had a "reputation for anti-social behaviour" but there had been no problems in recent years, according to the Eastern Daily Press.
The car park was also described as a popular spot for people playing Pokemon Go on their mobile phones, although there is no evidence to suggest this was going on at the time of the incident.
Detective Chief Inspector Stu Armes said: "The footage we have released today is shocking and I appreciate some people could find it distressing.
"However it reflects the seriousness of the incident and how it could have had potentially fatal consequences for the victim.
"The victim has suffered serious injuries and has been left extremely distressed by his ordeal.
"Whilst the motivation for the incident remains unclear, we are treating it as attempted murder and at this time we believe it is an isolated incident.
"We are appealing to the public to assist us with our investigation. We have made a number of inquiries so far; however, we are keen to locate the car involved in this collision and would appeal for anyone who may know of its whereabouts to contact police.
"We are also appealing for help to identify the driver of the car or the passengers who were in the vehicle at the time of the incident."
