The Bush administration is conducting an internal review of its global war on terrorism strategy as it tries to adjust to changes in the al Qaeda network and from other militant threats.
US forces have killed and captured key members of al Qaeda since the September 11, 2001, attacks.
White House officials declined to say what specific policy changes would come out of the high-level review, first reported by the Washington Post.
The Post said the review was aimed at moving away from a policy that has stressed efforts to capture and kill al Qaeda leaders, and towards what a senior official called a broader "strategy against violent extremism".
