WASHINGTON - Secretary of State Condoleezza Rice said she will start this year to shift some United States diplomats from Europe to countries such as India and Lebanon to help them strengthen their democracies.
In what she termed "trans-formational diplomacy", Rice outlined plans to boost the US presence in the Middle East, Africa and parts of Asia. Starting with 100 this year, over the next few years several hundred diplomats - from more than 6000 worldwide - would shift.
