LONDON (AP) Britain's Foreign Office says it has made a formal complaint to Spain after authorities violated diplomatic protocol and opened British diplomatic bags.
The Foreign Office said in a statement on Tuesday that Guardia Civil officers at the border between Gibraltar and Spain opened the bags on Nov. 22.
It said that the British embassy in Madrid has made a "formal diplomatic protest" to Spain's Ministry of Foreign Affairs and asked it to investigate the incident. The Foreign Office declined to comment on the contents of the bags.
The incident is the latest spat between Britain and Spain over Gibraltar, a U.K. domain. Disputes over the territory flared recently when Gibraltar constructed an artificial reef, which Spain says affects its fishermen.
