Prime Minister Gordon Brown won a parliamentary vote yesterday on a proposal to change Britain's electoral system. The reform would not take effect until after this year's election.
The House of Commons adopted Brown's proposal to hold a referendum by October 2011 to let voters decide whether to change the system for electing MPs.
Brown faces a race against time to also get the measure through the House of Lords before the election.
