Authorities have appealed for calm as a toxic spill from China flowed into the Russian city of Khabarovsk, weeks after a chemical explosion spewed deadly toxins into a river upstream.
Residents were sent confusing messages, with a regional official saying he did not plan to cut off tap supplies but the national authorities saying the water was unsafe to drink.
