Twenty-eight people were killed by the Syrian regime today, just hours before the arrival of the UN Observers mission.
In a continued violation of the ceasefire, at least 11 died in the city of Homs and 17 in other parts of Syria, the Strategic Research & Communication Centre reported.
The first six members of a UN monitoring mission have arrived in Syria with more than 200 to follow.
Assad's regime announced that it will not be responsible for the safety of the UN observers unless they coordinate with its forces.
The regime has also demanded the right to reject observers based on their nationalities.
