Tamil rebels have written to the United Nations to say they are ready to agree to a ceasefire with the Government. But the insurgents refused to lay down arms in the letter, also sent to Britain, Japan, Norway and the United States.
The rebels have suffered unprecedented military defeats in recent months, losing most of their strongholds to Government forces.
They are boxed into a tiny sliver of land in the northeast.
