Snapchat baby torture video sparks outrage

Teenage parents in Melbourne have sparked outrage by posting a horrific video of themselves waterboarding a baby.

The baby can be heard crying in the short social media clip which also shows the parents shoving a plastic bag over the young child's head, news.com.au reported.

A teenage boy, who claims to be the child's father, can be heard saying that he's trying to "discipline" the distressed child. The parent can be heard laughing throughout the videos.

"We're not child abusing them, we're just teaching them discipline," he said on a clip, which the parents uploaded shortly after the waterboarding clip, to defend their actions.

"Making sure that they're not dead, but then they can't breathe.

"If I want to slap my child I'll slap him as much as I want, if he needs some discipline I'll continue to slap him."

One Snapchat caption, on a clip of the baby lying in a bath while water is tipped on its face, reads: "He is dying tonight for sure."

Another caption, on a close-up shot of the baby crying, reads: "I can't believe he is steal (sic) alive."

Leading Senior Constable Lee Thomson of Victoria Police said officers visited a Preston address as the result of the post on a social media.

"Concerns were raised for the safety of a toddler as the result of a video and photos posted.

The toddler has been located safe and well," he said. "Police are currently speaking to a teenage girl in relation to the incident."

The Department of Health and Human Services said it is unable to comment on individual matters.

"The Department works with Victoria Police and a host of agencies to ensure the welfare of children at risk," a spokesman said.

No charges have been laid.
