Prime Minister Kevin Rudd appointed Duncan Lewis Australia's first
national security adviser but dropped previously announced plans to create a department of homeland security, saying that dragging several existing
branches of government into one larger one would just add to red tape.
Rudd will release a paper on counterterrorism policy next year. Lewis is a former commando and Vietnam War veteran who commanded peacekeepers
in East Timor.
