Prince Charles' security team reportedly blocked the royal's request to visit the Lindt Café, location of the Sydney siege, moments before he was scheduled to arrive.
Prince Charles and Camilla held a public function in Martin Place on Thursday, where they shook hands and greeted people just metres from the café, the scene of last December's terror seige.
The Prince and the Duchess of Cornwall would have had to leave the fenced area and enter the crowd to reach the cafe, a move the royals' security officials deemed too risky, the Sydney Daily Telegraph reported.
Barrister Katrina Dawson, 38, and cafe manager Tori Johnson, 34, were killed when police stormed the cafe and engaged in a shootout with terrorist Man Haron Monis, who took 18 people hostage and held them at gunpoint for more than 16 hours inside the premises.
After meeting Police Commissioner Andrew Scipione at the Mounted Police Unit in Redfern, Prince Charles requested the opportunity to visit the Lindt café, and NSW Premier Mike Baird agreed to the visit, the Telegraph reported.
