Bulgaria said yesterday that it would open millions of files kept by the communist-era secret services, as the country struggles to clean up its image ahead of EU accession in 2007 or 2008.
After years of successive Governments partially opening and then blocking access to the archives, Sofia opened around 260,000 dossiers last month. It kept millions more off limits.
