An Indian Government official says Pakistan's decision to restore travel and sporting ties between the nuclear rivals as a prelude to peace talks is inadequate.
India's Foreign Ministry made no official comment on Pakistan Prime Minister Mir Zafarullah Khan Jamali's call for talks on nuclear security and the resumption of road and train travel between the neighbouring countries.
But an Indian official said New Delhi expected Pakistan to respond more forcefully on its main concern of terrorism.
"The response is completely inadequate on several counts," he said.
"There is no mention of terrorism, no mention of overflights, so how can it be positive?"
US Deputy Secretary of State Richard Armitage is due in Pakistan today, and is expected to encourage the bitter rivals to build on their recent thaw.
