A veteran who "emotionally and mentally tortured" his Colombian neighbours has been spared jail despite a campaign of racist hatred because he served in the Army.
Stanley Snellgrove was described as a "neighbour from hell" after he spied on Javier Rivera's family with binoculars, daubed a racist word on his fence and made a throat-slitting gesture.
The 87-year-old from Colchester, Essex, took photographs of the family, swore at them and used his hands to imitate firing a gun.
Snellgrove also made a comment about "you people coming over here" and in March last year he painted a racially abusive word on his fence that was visible to Rivera, a court heard.
The veteran, who served in the army for 22 years, faced jail after he admitted harassment and racially aggravated harassment when he appeared at Ipswich Crown Court.
