The party of Kosovo Prime Minister Hashim Thaci held on to the most seats in Parliament but failed to take a majority, according to initial election results.
Thaci's Democratic Party of Kosovo (PDK) took 33.5 per cent in the election, the first since Kosovo had proclaimed independence from Serbia in 2008. The Democratic League of Kosovo (LDK) had 23.6 per cent.
Analysts said that while Thaci's PDK would remain the largest group in the 120-seat Parliament, it would need coalition partners to form the government. The turnout was 47 per cent.
Monitors from the European Parliament said there were serious allegations of fraud and the US ambassador said he had personally witnessed ballot stuffing.
