Pakistan's President has signed a regulation to put a swath of territory under Islamic law as part of a peace deal with the Taleban after intense pressure from his own party and other legislators. Asif Ali Zardari's move will anger human rights activists and feed fears in the West that the Swat Valley will turn into a sanctuary for militants close to Afghanistan.
