The US military says about half the 13,000 Iraqi prisoners in custody should be considered "dangerous" and may still face charges in court.
Brigadier-General David Quantock, the American officer in charge of detainee operations, says cases continue to be built against suspects and if the evidence is strong enough criminal trials will follow.
