Five years after declaring a ceasefire, the Irish Republican Army is still recruiting, training and acquiring weapons, a television station quoted a leaked official document as saying.
Ulster Television said the document was leaked from the Irish Government and said IRA activity was "a precaution" rather than a signal that the guerrilla group planned to resume its war against British rule in Northern Ireland.
An Irish Foreign Ministry spokesman could not confirm that the document reported by Ulster Television came from Dublin.
