Hillary Clinton believes the Russian parliamentary election was rigged.
Prime Minister Vladimir Putin's party won the largest share of parliament seats in Sunday's election but opposition politicians and election monitors say the result was inflated because of ballot-box stuffing and other vote fraud.
"Russian voters deserve a full investigation of electoral fraud and manipulation," said the US Secretary of State, speaking at a meeting of the Organization for Security and Cooperation in Europe.
"When authorities fail to prosecute those who attack people for exercising their rights or exposing abuses, they subvert justice and undermine the people's confidence in their government."
"Elections that are neither free nor fair have the same effect," said Clinton.
