Four teenagers laughed and cheered, stopping momentarily, before disappearing down a flooded street in the small Queensland town of Buderim.
Witnesses initially believed the boys, aged about 17, were heroes going to the rescue of a family in distress at Ballinger Road about 1.30pm yesterday.
But their plan became all too clear to a horrified New Zealand observer the moment the boogie board appeared.
"I could not bear to watch - it completely freaked me out," the 42-year-old woman said.
"They jumped out quickly as anything and were gone within a matter of seconds."
The woman, who did not want to be identified, said in hindsight she wished her reactions had been to warn the boys or take down the registration details of their white four-wheel-drive.
Still haunted by images of the shocking destruction at Toowoomba the night before, the distressed motorist said in that instant she could not watch what happened next.
"The water was up past my knee and when their car drove through it, the water just gushed away like waves," she said.
Police later caught up with a group of teenagers in a white four-wheel-drive who were attempting to ride floodwaters.
