The Californian city of Colton wants to do a deal over a 2.5cm nectar-slurping fly.
The prime breeding habitat of the delhi sands fly, the only fly on the country's endangered species list, is also prime real estate.
The city has offered the US Fish and Wildlife Service a nearby reserve if it can develop one area.
"The fly is in the ointment," said assistant city manager Mark Nuaimi. "We're trying to use the ointment the best we can."
