More than 40 people have been rescued from floodwaters at two Cairns caravan parks as ex-cyclone Nora dropped 100mm worth of rain "in a minute".
Desperate residents and visitors called state emergency services workers for help as flash flooding swamped the parks on Cairns' outskirts.
Queensland Fire and Emergency Services (QFES) Far North Regional Operations Director Lance Duncan said while authorities had braced for rain, the strength of the downpour had been unexpected.
"We weren't prepared for 100mm of rain in a minute," Duncan said.
Emergency crews are currently working to rescue a person trapped by floodwaters on the Captain Cook highway, north of Cairns.
