LAPLJE SELO, Kosovo (AP) European Union election observers say Kosovo's weekend local vote was a success despite intimidation and attacks allegedly by Serb gangs opposed to elections organized by the majority ethnic Albanians.
Head of the EU monitors Roberto Gualtieri condemned an attack on polling stations in the Serb-dominated north but said Tuesday hard-liners failed to sabotage the process because some Serbs did vote. Their participation showed an EU-mediated agreement between Kosovo and Serbia is being implemented, he said.
Some 22 percent of Serbs in the north cast ballots in Sunday's local poll, the first time they had taken part in elections since Kosovo seceded from Serbia in 2008. Serbia rejects Kosovo's independence.
