Spain's parliament has granted the Government permission to open peace talks with ETA if the Basque terrorist group agrees to lay down its weapons after 37 years of armed struggle.
ETA has killed hundreds of people in its campaign for a separate homeland for Basques in northern Spain and southwestern France.
