The incident happened at a school sports event in Glasgow last week. Cherie Blair was being photographed with a young athlete, who attempted to make a "rabbit-ears" gesture behind her head.
The British PM's wife turned and light-heartedly appeared to hit the 17-year-old on the shoulder.
Child protection officials called the police, who sent six detectives to investigate. After a week, it has been decided that no action will be taken.
The teenager's parents said it was a bizarre case of political correctness.
