KEY POINTS:
LONDON - British police say they have charged two men under the terrorism act for inciting a person outside the country to commit murder.
The two men were due to appear in a London magistrate's court Tuesday, police said in a statement.
Counterterrorism police arrested the pair at separate addresses in London on Dec. 4.
Faiz Baluch, 25, and Hyrbyair Marri, 39, were charged with inciting another person to commit an act of terrorism "wholly or partly outside the UK" - and act that would constitute murder under British law, police said in a statement.
Marri is also charged with possessing a weapon capable of discharging a noxious liquid, gas or other substance, police said.
