KEY POINTS:
The number of new vehicles registered in Beijing hit a new record in the first 18 days of 2007, Xinhua news agency said.
More than 22,000 vehicles were registered and an estimated three million will be on the roads by May.
The capital already boasts more than two million privately owned vehicles.
