Russian and US officials gave birthday gifts yesterday to the 8-year-old boy whose American adoptive mother returned him to Russia, saying he had psychological problems.
A Foreign Ministry spokesman said that US adoption of Russian children had been suspended after Artyom Savelyev was sent to Moscow last week. But the Kremlin children's rights ombudsman said potential parents may still prepare the paperwork, but courts will not hear cases.
