Australians Myuran Sukumaran and Andrew Chan have lost their appeal in Indonesia to challenge the decision to deny them clemency.
The unusual appeal in the state administrative court was seen as the pair's last legal avenue to save them from the firing squad for the 2005 heroin smuggling bid.
They were sentenced to die in 2006 over the Bali Nine heroin smuggling bid.
A panel of three judges handed down their decision for Chan on Monday, upholding their earlier decision that presidential clemency can't be considered a state administrative matter.
The decision for Sukumaran, expected to be the same, was set to follow.
