The Bali bombers could be executed within days with Indonesian police currently preparing firing squads.
Justice officials say the executions will take place before the Muslim holy month of Ramadan.
Samudra, Amrozi, and his brother Mukhlas have been on death row since 2003, following the bombings of three nightspots the previous year, in which 202 people including three New Zealanders died.
The three bombers are being held in maximum security on an island off Java.
