WHEN to introduce children to the snow depends on their physical strength. Make sure your goal is realistic.
You can take a 2-year-old to the snow but don't expect them to do anything other then slide around with help. By 3 or 4 they usually have the strength to make a wedge or pizza shape.
Empathise with the children and understand how foreign and tiring the environment is to them. At some ski areas very young children can get a one-on-one lesson - plenty of time to give them a go and allow them to enjoy the sport.
