A controversial new law decriminalising the possession of small amounts of heroin, marijuana, cocaine and other illicit substances has quietly slipped on to the statute books in Mexico.

The singer's partner disappeared four years ago and was presumed drowned but new information indicates he may in fact be working as a deckhand in Mexico.
