A plan to create intensive dairy farms in South Canterbury's MacKenzie country has been shelved because the consent process is too costly.

International opposition to 16 new dairy farms, with up to 17,850 cows in cubicles, is resulting in a flood of submissions into Environment Canterbury.

Labour calls Rodney Hide's fee for a breakfast speech "utterly unacceptable", saying the public should have access to ministers without having to pay.
