An updated report on the costs and feasibility of "distributive geothermal home heating" has also been called for so the council can weigh up the benefits of providing such a service to residents.
"The bylaw contains a number of changes to its regulations that differ from the original 2010 bylaw," the agenda report stated.
The main proposed changes to the bylaw would come under the "Point Of Sale Rule"
and the "New Burner Rule".
"The Point of Sale rule previously required any non-complying solid fuel burner to be removed or replaced from a dwelling house before it was sold.
"Indoor open fires must now be rendered inoperable and may no longer be replaced with another type of solid fuel burner. Indoor open fires were phased out in May 2015 by the 2010 bylaw," the report stated.
The bylaw, if approved, would also apply to all buildings in the Rotorua Urban Airshed.
Previously, the rule applied only to residential dwellings.
"A new clause has been added that requires written/photographic evidence of the removal or replacement to be provided to either the Council or the Regional Council."
With regard to noise controls, the council found the recent experience of the Lumbercube mill on Vaughan Rd, "exposed deficiencies in the reference to the appropriate New Zealand standards and determination of the appropriate measurement location", the report stated.
Submissions to the policies open tomorrowmay26 and run until June 30.
They will be followed by hearings at a date yet to be announced.
