"I don't want the water quality debate to be a debate about blame but a debate about progress," Jacinda Ardern said on The Country today.
The Labour Leader spoke to host Jamie Mackay about the party's proposed water tax which has farmers worried.
Ardern insists she is not giving upon the farming vote; she comes from an agricultural background and understands how important water is to the industry.
Irrigation New Zealand has released 16 questions it would like Labour to answer in regards to the tax.
