The Broadcasting Standards Authority says it has no legal ability to deal with complaints about the internet and may also be constrained from dealing with written words or numbers that are broadcast on TV.
It says the laws governing broadcasting standards were written in 1989, well before the internet became widely used.
A parliamentary select committee looking at censorship legislation is examining whether media regulations and laws have kept up to date with the internet.
