Nick Kyrgios remains unchanged at No.16, while countryman Bernard Tomic fell two places to No.44.
Kerber deposed Serena Williams in the list published by the WTA on Tuesday.
At the just-ended Indian Wells tournament, Kerber went out in the last 16 to eventual winner Elena Vesnina of Russia, while Williams sat out the tournament.
Dominika Cibulkova of Slovakia moves up to fourth behind Karolina Pliskova of the Czech Republic in a number of changes in the top 10.
On the men's side Indian Wells winner Federer jumps four places to sixth while Andy Murray stays on top.
Losing Indian Wells finalist Stan Wawrinka stays third while Indian Wells quarter-finalist Kei Nishikori moves up one place to fourth.
Federer, 35, beat Wawrinka 6-4 7-5 on Monday to add Indian Wells to his Australian Open trophy won in January.
