The Waratahs have sent a formal complaint to the Super 14 tournament director about last weekend's incorrect citing of Highlanders captain Anton Oliver.
They are concerned the real culprit has escaped unpunished, and the video evidence ignored.
Immediately after the game the Waratahs advised the citing commissioner that Oliver was not the player involved.
Despite that, Oliver was cited for allegedly stomping on the head of Waratahs prop Ben Robinson, but the judiciary cleared him, ruling it was another player at fault.
Replays appear to suggest Carl Hayman might have a case to answer.
