Pacific leaders are planning another bid to get rugby union eligibility rules changed for Island players and a Pacific team in the Super 14 competition.
Present rules restrict players moving countries. But the Pacific Islands Forum, meeting in Tonga, wants rugby's power blocs to take notice of the region's concerns and lobby the International Rugby Board for change.
Prime Minister Helen Clark says it may well be time to raise the issue again, particularly in the run-up to the 2011 Rugby World Cup in New Zealand. She thinks the World Cup performance of Fiji and Tonga "might help their argument with the IRB".
