The ruling body of the Super 14 is expected to review its judiciary system with a view to installing a streamlined independent panel.
That is to avoid a repeat of the furore over George Gregan's one-week ban.
The Sanzar judiciary has been slammed for giving Gregan the minimal ban for a dangerous spear tackle.
That occurred on the same day rugby league player Michael Crocker was given nine weeks for a similar effort.
There is one difference in that Gregan had a long and impeccable record as opposed to Crocker's more dubious history.
Gregan's case was heard by a three-member Australian panel in Canberra.
