A CAA spokesman said civil aviation rules prohibit use of transmitting portable electronic devices. Offenders breaching the rules are liable on conviction to a fine of $2500.
However, an airline can apply to CAA for an exemption if they can prove the operation of the devices does not compromise the aircraft safety.
Infringements notices are relatively rare: the CAA has issued only 19 in the last five years.
Just seven of these resulted in a paid fine.
