Gareth Williams-Spiers opened the scoring for the Kiwis five minutes into the first-half before a deft chip and chase after the siren allowed Santiago Cordero to go over for the Pumas.
Gaston Revol converted to put Argentina ahead but Forbes' bullocking run at the line just two minutes into the second term was enough to seal the victory.
New Zealand will take on the winner of Australia and Kenya's quarter-final for a spot in tonight's decider.
