Canada have appealed to the International Rugby Board to help them get more regular matches after their worst performance at a World Cup.
Canada, who made the quarter-finals in 1991, but have been knocked out in the pool stage at every tournament since, bowed out of this year's competition without winning a pool game.
Head coach Ric Suggitt said the national team's performances would never improve unless they played more games at the top level.
