Rugby Southland chief executive Roger Clark believes New Zealand's major unions will have little power to change the NPC competitions review.
Southland is desperate to see the review kept intact to achieve its goal of creating a more even NPC, including the introduction of a salary cap to stop big unions hoarding the country's best players.
The five Super 12 bases - Auckland, Canterbury, Waikato, Wellington and Otago - have formed a united front to carry their displeasure at the proposed changes to the New Zealand Rugby Union.
However, Clark believed the resistance was pointless.
"When you say there's five unions, I don't think there is," he said. "There are probably two unions pushing hard, and that's Auckland and Canterbury. The others are sitting on the fence."
