National rules to stop schoolboy player poaching should be in force by 2011.
The New Zealand Secondary Schools Sports Council is looking to adopt the regulations already used by Auckland schools.
College Sport board member - and Saint Paul's College principal - Mark Rice said player poaching was under control in Auckland because of the strict rules.
They include limits on overseas and new players, and principals having to make declarations if stars changed schools.
Rice said the rules aim to stop "rich schools from getting richer" with talent.
