Foran said on Friday he was yet to make a decision on his future, but that could officially come as soon as this week.
A guest on Fox Sports' NRL360 on Wednesday, Toovey said he didn't know what Foran had decided.
"I saw Kieran today and he is the type of guy that would tell me what is going on. I am unaware of it," Toovey said.
Manly prop Willie Mason said he felt for the NRL club if the news was true. "I feel sorry for the fans the way it has come out first in the media," Mason told Fox Sports' Sterlo On The Couch.
"I know Kieran quite well and I know the sort of guy he is, he is a man's man and he would have wanted to tell us face-to-face," Mason said.
"He has to make the right decision for his young family and as long as he plays his best football for Manly this year I know all of the boys will be happy."
Manly released a statement on Wednesday night in response to the continued speculation over Foran's future.
"In light of media speculation this evening, the Manly Warringah Sea Eagles would like to reiterate that there has been no confirmation on the playing future of Kieran Foran by him, or his management," the statement read.
"The club has been in constant communication with both Kieran and his management, including today, and there has been no indication whatsoever that a decision with respect to Kieran's playing future beyond 2015 has been made.
"It is for this reason that the Club will not be making any further comment on the matter at this stage."
