The naming of Aussie-based Fuifui Moimoi and Taniela Tuiaki for the test against Australia will be up for international officials' approval today.
NZRL chairman Andrew Chalmers is one of three Rugby League International Federation executive voters who will decide if the pair can switch allegiance after playing World Cup qualifiers for Tonga.
Aussie chairman Colin Love and England's Richard Lewis are the other two voters.
The NZRL regarded the vote as "hopefully just a formality".
It will support an application by former Kiwi Nigel Vagana to change allegiance to Samoa for the 2008 World Cup and other former Kiwis, including David Solomona, are believed to be following suit.
The Kiwis and Kangaroos who meet at the Cake Tin on in Wellington on October 14 will be vastly different from the two sides that played the Anzac test in Brisbane in May.
Australia have made 11 changes and New Zealand nine, with another likely. Manly centre Steve Matai may withdraw to have surgery to repair a shoulder problem.
The Kiwis have lost Sonny Bill Williams (broken arm), Benji Marshall (shoulder), Nathan Cayless (pectorals), Iosaia Soliola, Manu Vatuvei and Greg Eastwood (knees) and David Fa'alogo (suspended) from their Anzac side and wing Jake Webster and second rower Tony Puletua were not selected.
The Kangaroos have lost Anzac test skipper Darren Lockyer (knee) and Broncos teammates Brent Tate (knee), Karmichael Hunt (hamstring) and Shaun Berrigan (shoulder) plus Steve Simpson (knee) and Johnathan Thurston (shoulder).
Anzac test players Andrew Ryan, Anthony Tupou, Jamie Lyon, Matt King and Luke Bailey have been dropped.
The seven debutantes for the Australians are Eels wing Jarryd Hayne, Cronulla's five-eighth/lock Greg Bird and backrower Paul Gallen, Knights utility Kurt Gidley, Manly fullback Brett Stewart, Storm halfback Cooper Cronk and second rower Ryan Hoffman. The latter two apparently won selection ahead of the pencilled-in Matt Orford and Anthony Watmough after Manly slumped to defeat at the hands of the Storm in the NRL grand final on Sunday.
Storm benchman Michael Crocker earned a recall after last playing a test in 2004, one of five players from the NRL title-winners, while Manly got just two spots, Brett Stewart at fullback and prop Brent Kite.
The Kiwis have seven newcomers in a squad of 19 - two Jeremy Smiths (the Storm bench forward and the South Sydney halfback), Storm bench prop Jeff Lima, Sharks wing Luke Covell, Dragons centre Chase Stanley, at 18 still at school, Wests Tigers wing Tuiaki and Parramatta prop Moimoi.
Australia-born Covell, 25, qualifies through his New Zealand father, Bruce, who moved across the Tasman from Gisborne. Kangaroos and Sharks coach Ricky Stuart agreed Covell deserved his call-up.
The NZRL will today announce the line-up for the All Golds game against the Northern Union in England on October 21. Warriors props Steve Price and Ruben Wiki, Vagana and other veterans will be included along with some members of the Kiwis touring squad to play three tests against Great Britain and one against France.
