League's battle to hold on to Mark Gasnier is starting to rankle a few opposition clubs and players in the NRL.
The St George centre continues to be courted by the Waratahs and the Australian Rugby Union.
League officials are counting on the NRL to top up Gasnier's salary to make sure he stays in league.
Warriors veteran Awen Guttenbeil said more of these payments need to be above board - especially when teams like the Warriors are whacked with salary cap fines.
Guttenbeil said league needs to combat rugby union, but it needs to come up with some hard and fast rules, otherwise so-called salary rules will continue to be broken.
He said they were told last year that league's extra payments to Andrew Johns were a one-off, but suggested it now does not look like that is correct.
