Of the Test side which beat New Zealand earlier this year, only the injured Justin Hodges, Kurt Gidley and Anthony Watmough were not retained.
Kangaroos coach Tim Sheens said he spoke to Manly officials on Monday morning where they confirmed Watmough and the Stewart brothers would not be available for selection due to injury.
