Plenty have had their say on the two NRL bad boys. Ex-NSW coach Ricky Stuart slammed the pair and said they should have been banished from the Origin arena years ago.
But Meninga says too much emphasis has been placed on the pair's beer-guzzling exploits at the expense of taking accountability for another dismal Origin campaign.
Neither Dugan nor Ferguson broke any rules nor were there suggestions they were drunk, and Meninga says trying to make them scapegoats is another way for the Blues to avoid looking in the mirror to confront why they really lost once again.
"There's no credible evidence they (Dugan and Ferguson) misbehaved but that's just typical NSW, just trying to find something - the reason why NSW lost the series," Meninga said on Fox Sports program Queenslanders Only.
"As per always they (NSW) don't give credit where credit's due and the Queensland team was the much better team, certainly in game three to win the series.
"They (NSW) didn't come up when it mattered."
It's important to note Meninga isn't having a crack at specific NSW individuals - Boyd Cordner and Laurie Daley both praised Queensland for its performance as did a host of other players - but again it's another stab at the culture of mediocrity that has become synonymous with the Blues over the past decade.
The Kangaroos coach clearly believes NSW is looking for excuses to explain why another series went down the drain.
Since Dugan and Ferguson's visit to the pub became public knowledge it has also been revealed they were shielded from the media ahead of game two because they were so hung-over.
"Dugan was on that lounge chair with the sunnies on, it looked like [the film] Weekend at Bernie's," Channel Seven's Liam Cox said on The 7th Tackle.
Bonding sessions and getting on the drink have long been part of Origin so few viewed that as anything to write home about, but former NSW halfback Brett Kimmorley sees it differently.
"Disrespectful I think is the word you're thinking about," Kimmorley said on Sportsday.
"You're playing for your state, you don't want to let your teammates down.
"Unfortunately there have been reports come out from Sydney that it was not only game three they might have played up, there may have been more stories from game one and game two.
"Two lunatics I suppose that don't appreciate playing for their state. If it is confirmed to be correct I'd certainly like to think they don't get another opportunity to play for their state."
NSW Rugby League did clear Dugan and Ferguson of being drunk five days out from last week's State of Origin decider.
The NSWRL board will conduct a thorough review of the Origin series loss, but also cleared Fifita of blowing up at coach Laurie Daley over plans to start him from the bench in the decider.
The governing body also asked for an apology from media who accused an unnamed player of vandalising a journalist's car in camp before game one.
